4, construction scope

1. According to the design drawings of Jilin Medical Design Institute Co., Ltd., complete the construction of fire protection projects for the 303 workshop water injection production line and Building 5 of the comprehensive warehouse at Liaoning Haisco Pharmaceutical Co., Ltd.

2. Construction scope

2.1 Workshop 3 and Comprehensive Warehouse 5.

2.2 The actual construction scope shall be based on the area designated by Party A and the design drawings (excluding the positive pressure air supply system in the explosion-proof area).

3. Requirements for construction details:

3.1 Configuration of power lines from the fire protection distribution cabinet to various fire protection systems, and the configuration and installation of the main fire protection power lines.

3.2 Construction of indoor fire hydrant system:

3.2.1 Main pipeline renovation: Keep the main fire protection pipeline in the renovation area (specific sections to be kept are indicated on the drawings), replace all pipeline fittings (tunnel-mounted fittings), and add butterfly valves as required by the drawings (specification, quantity, and installation location shall follow the drawings);

3.2.2 Installation of pipelines and equipment:

Fire hydrant box: Use existing fire boxes (water hoses and nozzles are provided by Party A, while the fire hydrant handles are provided by Party B); new fire boxes require a complete set of equipment (internal water hoses, nozzles, etc.).

Construction requirements: Installation of indoor fire protection water pipelines, fittings, valves, fire hydrant nozzles, hoses, nozzles, etc. (excluding fire extinguishers); after pipeline installation, flushing and pressure holding tests must be conducted (pressure maintenance)(30 minutes without leakage is considered qualified). When Party B arrives at the site for inspection, it must conduct a comprehensive analysis of the site conditions. If the pressure cannot remain stable within the standard during testing, Party B shall be responsible for troubleshooting and rectification, free maintenance, and until acceptance meets requirements.

3.2.3 Control and linkage of the fire hydrant system: A start button for the fire pump is installed in each fire hydrant box, and Party B is responsible for wiring and debugging.

3.3 Fire and smoke exhaust system construction: Installation and commissioning of fire and smoke exhaust fans, supplementary exhaust fans, smoke exhaust ducts, fire protection valves, and smoke barrier walls (details on quantity and specifications are shown in the drawings; if not indicated in the drawings, follow the requirements of the client). Corresponding wiring installation and control and linkage of the smoke exhaust system.

3.4 Construction of fire automatic alarm system:

3.4.1 New/retained equipment:

3.4.1.1 Reuse: Install fire detectors in the new warehouse area (smoke detectors in the original area layer);

3.4.1.2 New: Fire extension unit (brand: Bay, one extension unit is shared for Workshop 303 and Warehouse 5); fire detector (Workshop 303: area shown on drawings; Warehouse area: areas except the mezzanine); manual alarm controller; alarm device; fire alarm system; fire phone;联动 control module. If ceiling installation is required in the warehouse area, additional costs will be incurred.

3.4.2 Construction details: installation of all equipment, wiring, system commissioning, and networking monitoring for the new fire protection servers.

3.4.3 CRT graphics (plant fire protection controller) display:

3.4.3.1 Party B is responsible for drawing, modeling, uploading, and debugging the fire protection point map, ensuring that all points are displayed accurately on the CRT without any omissions or errors.

3.4.3.2 The point numbers are assigned in order according to the equipment category (smoke detectors, temperature detectors, manual alarms, etc.). The numbering rules should be clearly indicated on the completion drawings and implemented after being confirmed by the client.

3.5 Emergency lighting and evacuation indication construction: Installation and commissioning of emergency lighting fixtures and evacuation indication fixtures, corresponding wiring installation, as well as control and linkage of the emergency lighting and evacuation indication system (Unit 303 workshop and Comprehensive Warehouse Five share one emergency lighting unit).

3.6 Installation, commissioning of fire door monitoring system, and corresponding wiring setup (Unit 303 workshop and Comprehensive Warehouse 5 share one fire door monitoring host).

3.7 Construction in Explosion-proof Area (303 Workshop):

3.7.1 Add a flame detector (third-party calibration report required), a combustible gas detector (third-party calibration report required), a combustible gas alarm controller, an accident exhaust fan, and corresponding exhaust ducts, with fireproof cotton covered on the exhaust ducts.

3.7.2 Debugging of combustible gas alarm controllers and their interaction and control with the fire protection main unit.

3.8 New linkage and control between fire protection sub-units and the factory area fire protection main unit: The communication between fire protection sub-units and the factory area fire protection main unit is added, and Party B is responsible for construction and commissioning.

3.9 Commissioning of the fire protection linkage system within the construction area (including linkage testing of fire smoke exhaust systems, automatic fire alarm, fire hydrants, fire pump stations, fire doors, emergency lighting and evacuation, plant main units, new fire extension units, and explosion-proof systems).

4. Other requirements:

4.1 The selected unit must conduct a survey at the site of Party A.

4.2 All materials (fire hydrants, pipes, fittings, fire hydrant heads, fire protection valves, fire fighting equipment, cables, fire alarm systems, and related components) must comply with the design drawings and national fire safety standards, and must possess product quality certificates from the manufacturing factory and 3C certification documents.

4.3 This project is a turnkey project, and the selected unit must undergo fire protection approval and inspection.

4.4 Party B must provide a detailed construction progress plan (broken down by sub-projects, including start and end times, personnel allocation, and equipment arrival schedule) as well as a construction plan description. These will be reviewed and approved by Party A and the supervision unit before implementation.

4.5 When the drawings and the list conflict, both parties should negotiate.

5, Project procurement details

For details, refer to the project procurement drawings and list requirements provided by Party A.

6, qualification review

This project uses a pre-qualification process. Qualification reviews are conducted during registration, and engineering procurement documents are sent to the qualified construction companies via email.

2. Review of the bidder's qualifications

1. Enterprise qualifications

The requester must have:

1. It must have a separate legal entity, possess qualifications for fire protection project construction, and have the necessary capabilities in terms of personnel, equipment, and funding.

2. A qualification certificate for construction enterprises—a professional qualification certificate for fire protection facilities engineering with a level of 2 or above—issued by the national administrative department in charge of construction must be obtained.

3. A good record of paying taxes and contributing to social security funds in accordance with law is required.

4. Good business reputation and a sound financial accounting system are required.

5. One must have construction experience and achievements in such projects.

6. It is necessary to comply with national laws and regulations, maintain good reputation, and uphold honest business ethics.

3. Time, location, and requirements for registration, sale of project procurement documents

1. Registration time and method

Registration begins from the date of publication of the project procurement announcement, deadline for registration untilJuly 15, 2026. No more registrations will be accepted after the deadline.

2. Materials must be submitted for registration

Power of attorney for legal representative, identification documents of legal representative and authorized agent, business license, qualification certificates,Proof of performance in the past 3 years (construction contracts and acceptance reports), "Quotation Unit Information Form", financial audit reports for the past 2 years, and details of social security contributions for enterprise employees in the past half year (including individual contribution details of legal representatives, clients, and project leaders), all of these documents are scanned copies stamped with the official seal.

6. Payment of the quotation deposit

When registering, a copy of the electronic receipt for the deposit must be provided.

（1) Amount of bid security: 20,000 RMB (After passing the pre-qualification, the bid security must be transferred via bank transfer to the Party A’s designated account within 24 hours; within 5 working days after the selected unit is determined, the bid security of the non-selected unit will be refunded without interest. After the contract is signed, the bid security of the selected unit will be directly converted into a performance guarantee, and it will be refunded without interest after the project is accepted).

（2) The deposit for quotes in the following situations will not be refunded:

　1) Within 3 days before the evaluation deadline, if the bidder fails to submit a bid on the deadline day without proper reason and in writing explanation to the project procurement party;

2) The bidder abandons the bid document without just cause after submitting it;

3) If the selected candidate fails to sign a contract with the project procurement entity without valid reasons within 30 days from the date of issuance of the selection notice;

4) The bidder is found to have engaged in illegal and disciplinary violations such as bid rigging, group bidding, or collusive bidding during the bidding process;

5) If the supplier commits a breach or is accused or reported, the deposit will not be refunded during the investigation and handling period. It will be processed according to relevant regulations after the investigation is completed.
