3. Construction Scope The Shenhai 2026 building exterior coating renovation project includes the following items:

Rehabilitation of the exterior wall coatings of Building 3, Boiler Room Building 5, Sewage Station Building 6, Warehouse Building 7, Hazardous Materials Storage Building 8, and other structures (gas pressure regulating station, ventilation shafts, fan shafts, inspection holes, pipeline installation openings).

Coating type: ordinary exterior wall coating

Coating area: 18079.76㎡

Construction details: Remove the original coating layer, repair the damaged insulation, install a double-layer board fiberglass net, and apply exterior wall paint two times.

Note: The actual construction scope shall be based on the area designated by Party A and the design drawings.

2. Review of the bidder's qualifications

1. Corporate qualifications: 1. Must have independent legal status and the ability to organize the implementation of the above construction projects;

2. It must be a third-level or higher professional construction project contracting license issued by the national administrative department for infrastructure development.

3. A good quality assurance system must be established;

4. The corporate financial credit status is good;

3. Time, location, and requirements for registration, sale of project procurement documents

1. Registration time and method: Registration begins from the date of publication of the procurement announcement, and the deadline is April 12, 2026. Applications received after the deadline will not be accepted.

2. To register, required documents must be submitted: a power of attorney for the legal representative, identification of the legal representative and authorized person, business license, qualification certificates, proof of performance within the past 3 years (construction contracts and acceptance reports), “Quotation Unit Information Form”, financial audit reports for the past 2 years, and details of social security contributions for enterprise employees in the past half year (including individual contribution details of the legal person, authorized person, and project leaders). All above documents should be scanned copies stamped with the company seal.

4. The release time of the project procurement documents will be announced later.

5. Form of distribution of project procurement documents: electronic bids distribution.

6. Payment of the quotation deposit: A copy of the electronic receipt for the quotation deposit must be provided during registration.

(1) Quotation deposit amount: 40,000 RMB in full. After passing the pre-qualification, the deposit must be transferred via bank transfer to the designated account of Party A within 24 hours. The deposit of the non-winner will be refunded without interest within 5 working days after the winning bidder is determined, and the deposit of the winner will be refunded without interest within 5 working days after the contract is signed.

(2) The quotation deposit will not be refunded in the following cases:

1) Within 3 days before the bidding opening, if the bidder fails to submit a bid on the deadline day without proper reason and in writing explanation to the project purchaser;

2) The bidder abandons the bid document without just cause after submitting it;

3) If, within 30 days from the date of the winning bid notice, the winner fails to sign a contract with the project purchaser without valid reasons;

4) The bidder is found to have engaged in illegal and disciplinary violations such as bid rigging, group bidding, or collusive bidding during the bidding process;

5) If the supplier commits a breach or is accused or reported, the deposit will not be refunded during the investigation and handling period, and will be handled according to relevant regulations after the investigation is completed;

6) The bidder raises the price due to its own reasons during the bid evaluation stage;
