The engineering procurement conditions for the formulation pilot production workshop of Sichuan Haisco Pharmaceutical Co., Ltd. have been met. Now, engineering procurement will be carried out for this project, and the relevant details are announced as follows:

1. Project Overview and Engineering Procurement Scope

(1) Location: No. 136 Baili Road, Wenjiang District, Chengdu City, Cross-Strait Science and Technology Park.

(2) Project scope: decoration and finishing, electrical automation, HVAC, fire protection (fire hydrants, emergency lighting, fire alarm), water supply and drainage, process pipelines. The workshop renovation area is approximately 200㎡.

(3) Project duration: According to the later requirements of Party A.

(4) Project procurement scope: Refer to the project procurement drawings and list provided by Party A.

2. Requirements for the bidder's qualifications

(1) This project procurement requires the bidder to have an independent corporate legal status, a secondary or higher qualification in building decoration engineering contracting, meet the client’s project construction requirements, possess appropriate construction capabilities in terms of personnel, equipment, and funds, and be familiar with the management requirements related to construction in the project location.

(2) This project procurement does not accept joint bids or affiliated bids.

(3) Deadline for submitting quotes: It closes within 15 days from the date of publication in the project procurement announcement.

3. This project uses a pre-qualification process. Qualification checks are conducted during registration. Engineering procurement documents will be sent to the construction units that have passed the qualification check and paid the deposit via email.

4. Materials must be submitted for registration:

Power of attorney for legal representative, identification of legal representative and authorized person, business license, qualification certificates, safety production license, proof of performance in all similar projects within 3 years (construction contracts and acceptance reports), projects in Sichuan-Chuangdu that can be inspected on site, “Quotation Registration Unit Information Form”, financial audit report for the past 2 years, details of social security contributions for enterprise employees in the past half year (including individual contributions for the legal person, authorized person, and project leaders), all of the above materials are scanned copies stamped with the official seal.

5. Registration method:

6. Quotation deposit

 (1) Purchase guarantee amount: 20,000 RMB in full. After passing the pre-qualification, the purchase guarantee must be transferred via bank transfer to the designated account of Party A within 10 days (Name: Sichuan Haisco Pharmaceutical Co., Ltd.; Bank and account number: China Everbright Bank, Wuhou Branch, Chengdu; 39830188000045257).

(2) The deposit for the non-selected unit shall be refunded within 15 working days after the selected unit is determined, without interest. The deposit will not be refunded in the following cases:

1) Three days before the evaluation deadline, if the bidder fails to submit a bid on the deadline day without proper reason and in writing explanation to the project purchaser;

2) The supplier abandons the quotation without valid reasons after submitting the quotation document;

3) If the selected candidate fails to sign a contract with the project purchaser without valid reasons within 30 days from the issuance of the selection notice;

4) The bidder is confirmed to have engaged in illegal or disciplinary violations such as collusion, bid rigging, matching bids, or impersonation during the bidding process;

5) If the supplier commits a breach or is accused or reported, the deposit will not be refunded during the investigation and handling period, and will be processed according to relevant regulations after the investigation is completed;

6) The bidder may increase the price due to the bidder's reasons during the evaluation stage.

7. The selection method for this project: comprehensive evaluation method, selected with reasonable low price

8. Review time: Based on the time notified by Party A

9. Review location: The Party A will notify later.
