The second phase of the Haisco Medicine R&D and Production Base project has now reached the conditions for engineering procurement. Engineering procurement for this project will be carried out, and the relevant details are announced as follows:

1. Project Overview and Engineering Procurement Scope

(1) Location: No. 76 Baili Road, Wenjiang District, Chengdu City, Cross-Strait Science Park.

(2) Project procurement scope: Phase II Sub-section of the Haisco Pharmaceutical R&D and Production Base Project (Class A production facility area: 2717.16 square meters), including civil works and installation parts.

(3)   Project duration: According to the Party A’s later requirements.

(4) Project procurement scope: Follow the requirements of the project procurement drawings and list provided by Party A.

2. Requirements for the bidder's qualifications

(1) This project procurement requires the bidder to have the qualifications of an independent corporate entity. The general contracting license for construction projects is level 2 (with a petrochemical engineering qualification at level 3 or above, which can be considered as a preferred partner during subsequent negotiation and evaluation at the same price level). Additionally, it must meet the project construction and acceptance requirements of Party A, and possess the necessary construction capabilities in terms of personnel, equipment, and funding, as well as being familiar with the management requirements related to construction in the location of the project.

(2) This project procurement does not accept joint bids or affiliated bids.

(3)   Deadline for quotation registration: It will close within 20 days from the date of publication in the project procurement announcement.

3. This project uses pre-qualification; qualification review is conducted during registration. Engineering procurement documents will be sent to the construction companies that pass the qualification review via email.

4. Materials must be submitted for registration:

Power of attorney for legal representative, identification of legal representative and authorized person, business license, qualification certificates, proof of performance in all similar projects within 3 years (construction contracts and acceptance reports), projects in Sichuan-Chujiang region that can be inspected on site, “Quotation Registration Unit Information Form”, financial audit report for the past 2 years, details of social security contributions for enterprise staff in the past half year (including individual contributions and payments for the legal representative, authorized person, and project leaders), all of the above documents are scanned copies with official seal.

5. Registration method:

6. Quotation deposit

(1) Quotation deposit amount: 50,000 RMB in full. After passing the pre-qualification, the deposit must be transferred via bank transfer to the Party A’s designated account within 24 hours; the deposit of selected and non-selected entities will be refunded without interest within 10 working days after confirmation of the selection.

(2) Method of payment for the quotation deposit: bank transfer between companies

 (3) The deposit for quotes in the following situations will not be refunded:

1) Three days before the evaluation deadline, if the bidder fails to submit a bid on the deadline day without proper reason and in writing explanation to the project purchaser;

2) The bidder abandons the bid document without just cause after submitting it;

3) If the selected candidate fails to sign a contract with the project purchaser without valid reasons within 30 days from the date of issuance of the selection notice;

4) The bidder is found to have committed illegal or disciplinary violations such as collusion, bid rigging, matching bids, or impersonation during the bidding process;

5) If the supplier commits a breach or is accused or reported, the deposit will not be refunded during the investigation and handling period, and will be processed according to relevant regulations after the investigation is completed.

7. The selection method for this project: comprehensive evaluation method, selected with reasonable low price

8. Review time: Based on the time notified by Party A

9. Review location: The Party A will notify later.
