The technical transformation project for the frozen dry powder injection production line of Liaoning Haisco Pharmaceutical Co., Ltd. – fire protection engineering project is ready for procurement. Now, engineering procurement for this project will be carried out, and the relevant details are announced as follows:

1. Project Overview and Engineering Procurement Scope

1. Project Name: Technical Transformation Project of Freeze-Dried Powder Injection Production Line - Fire Protection Engineering, Liaoning Haisco Pharmaceutical Co., Ltd.

2. Project procurement unit: Liaoning Haisco Pharmaceutical Co., Ltd.

3. Location of construction: Caozhuang Industrial Park, Xingcheng City

4. Construction scope:

1. Construction scope

1.1 The actual construction scope shall be based on the area designated by Party A and the design drawings.

2. Requirements for construction details:

2.1 Configuration of power lines from the switch at the bottom of the fire protection power distribution cabinet to each system.

2.2 Construction of indoor fire hydrant system:

2.2.1 Starting from the flanges of two fire pipe shafts in Area 2 and extending to the interior part, including pipeline butterfly valves, indoor pipelines, and related civil engineering work (including trenching and restoration).

2.2.2 Configuration and installation of indoor fire hydrant boxes, pipelines, valves, fire-fighting equipment, etc. (excluding fire extinguishers), as well as the installation, flushing, and pressure maintenance of fire hydrant pipelines.

2.2.3 Control and linkage of the fire hydrant system: A start button for the fire pump is installed in each fire hydrant box.

2.3 Fire and smoke exhaust system construction: installation and commissioning of smoke exhaust fans, smoke exhaust ducts, fire protection valves, and smoke baffle walls; corresponding wiring installation; and control and linkage of the smoke exhaust system.

2.4 Construction of fire automatic alarm system: Installation and commissioning of fire protection area extensions, fire detectors (temperature and smoke), alarm controllers, fire alarms, fire telephones, and fire linkage control systems; corresponding wiring installation, as well as networking and monitoring of the fire alarm system.

2.5 Emergency lighting and evacuation indication construction: installation and commissioning of emergency lighting fixtures and evacuation indication fixtures, corresponding wiring, as well as control and linkage of the emergency lighting and evacuation indication system.

2.6 Installation, commissioning of fire prevention door monitoring system, and corresponding wiring installation.

2.7 Installation and commissioning of the fire protection power monitoring system, as well as the corresponding wiring installation, connection and setup of the fire protection power supply.

2.8 Interaction and control between regional extensions and fire protection hosts.

2.9 Commissioning of the fire protection linkage system within the construction area (conduct linkage tests for fire smoke extraction, automatic fire alarm, fire hydrants, fire pump stations, fire power supply, fire doors, emergency lighting and evacuation, etc.).

3. Other requirements:

3.1 The selected unit must visit the site of Party A for survey and participate in the BIM meeting (Party A organizes Party B and third parties for the meeting).

3.2 All materials (fire hydrants, pipes, fittings, fire fighting equipment, cables, automatic fire alarm systems, and related components, etc.) must have quality certification documents from the manufacturer, in accordance with the design drawings and specification requirements.

3.3 This project is a turnkey project, and the selected unit must undergo fire protection approval and inspection.

3.4 Provide the construction progress plan (broken down by project) and the construction scheme description.

3.5 When there is a conflict between the drawings and the list, both parties should negotiate.

5. Project procurement items: construction.

6. Qualification review: Conducted simultaneously during registration.

7. Planned construction period: 50 calendar days.

8. Quality assurance: Passed inspection.

9. Quotation deposit: 20,000 RMB in full.

2. Review of the bidder's qualifications

1. Enterprise qualifications

(1) It must have independent legal status, possess the ability to organize construction projects as mentioned above, have qualifications for fire protection project construction, and have the necessary construction capabilities in terms of personnel, equipment, and funding.

(2) A qualification certificate for construction enterprises issued by the national administrative department for construction shall be obtained, and a second-level contract for fire protection facility engineering shall be held.

(3) A good record of paying taxes and social security contributions in accordance with law must be maintained.

(4) It must have good business reputation and a sound financial accounting system.

(5) Experience in construction and achievements related to such projects are required.

(6) It is necessary to comply with national laws and regulations, maintain good reputation, and uphold honest business ethics.

Conduct on-site inspections by yourself, and all questions should be addressed through Q&A mode.

3. Time, location, and requirements for registration, sale of project procurement documents

1. Registration time and method: Registration begins from the date of publication of the project procurement announcement, with the deadline being on 2024April 24th. No more applications will be accepted after the deadline.

2. Materials required for registration: power of attorney from the legal representative, identity proof of the legal representative and authorized person, business license, qualification certificates, proof of performance within the past 3 years (construction contracts and acceptance reports), “Quotation Unit Information Form”, financial audit report for the past 2 years, and details of social security contributions for enterprise employees in the past half year (including individual contribution details of the legal representative, authorized person, and project leaders). All above materials should be scanned copies stamped with the company seal.

4. Time for the project procurement documents: will be announced later.

5. Form of distribution of project procurement documents: electronic bid documents.

6. Payment of quotation deposit: A copy of the electronic receipt for the quotation deposit must be provided during registration.

(1) Quotation deposit amount: 20,000 RMB in full. After passing the pre-qualification, the deposit must be transferred via bank transfer to the Party A’s designated account within 48 hours. Seven working days after the selected unit is determined, the deposit of the non-selected unit will be refunded without interest. After the contract is signed, the deposit of the selected unit will be directly converted into a performance guarantee, and it will be refunded without interest after the project is accepted.

(2) The quotation deposit will not be refunded in the following situations:

1) Within 3 days before the evaluation deadline, if the bidder fails to submit a bid on the deadline day without proper reason and in writing explanation to the project procurement party;

2) The bidder abandons the bid document without valid reasons after submitting it;

3) Within 30 days from the date of issuance of the selection notice, the selected candidate shall not enter into a contract with the project procurement entity without valid reasons;

4) The bidder is found to have committed illegal or disciplinary violations such as bid rigging, bid collusion, or matching bids during the bidding process;

5) If the supplier commits a breach or is accused or reported, the deposit will not be refunded during the investigation and handling period. It will be processed according to relevant regulations after the investigation is completed.
